Prof. Xiaowen Fu is the Chair Professor of Logistics Engineering in the Departmentof Industrial and Systems Engineering, The Hong Kong Polytechnic University. Hereceived a BSc Degree in Applied Economics and a BEng Degree in Computer Sciencefrom the Shanghai Jiaotong University, China; a MBs Degree in Information Managementfrom the Nanyang Technological University, Singapore; a PhD degree in the cross fieldsof Transport and Logistics + Business Strategy and Policy from the University of BritishColumbia in Canada. Prior to joining ISE, he worked as faculty members in theUniversity of Sydney Business School, the University of Sydney, and Faculty of Business,The Hong Kong Polytechnic University. His main research area is transport and logisticsstudies which covers issues such as logistics engineering, the industry implications of newtechnologies, competition policy and government regulation, efficiency benchmarking,transport demand modelling and industrial organization. He has been the principalinvestigator of more than 30 research grants, the guest editor of 10 joumal special issues,associate editor of the book series "Advances in Airlines Economics". He served as theEditor-in-Chief of the joumnal Case Studies on Transport Policy during 2023-2025, andhas been the Editor-in-Chief of the journal Transport Policy since 2026.

报告摘要:

Airport-city development extends airport operations beyond the terminal, linking anairport's aeronautical and non-aeronautical businesses to residents, passengers, merchants.and the wider urban transport system. This paper models how an airport should coordinatethese businesses at the city scale. We develop a tri-level spatial-equilibrium model. Fourresults emerge. First, at an interior equilibrium, additional airport-city land increases theequilibrium mass of airport-city merchants, but its effect on aviation demand depends onthe induced spatial reallocation of commercial activity. Second, capacity expansiondirectly reduces travel time, yet it can increase equilibrium travel time if improved accessinduces sufficiently strong airport-oriented merchant entry and shopping traffic. Third,land supply and corridor capacity are effective development complements only when thetotal long-run capacity effect remains congestion-reducing; otherwise, no expansion of theshared corridor can fully offset the traffic generated by additional commercial landcommercial rent gains may also make capacity investment privately profitable even whenequilibrium accessibility deteriorates. Fourth, the numerical analysis further shows thatdevelopment sequencing produices different private and social outcomes, while anappropriate profit-retention constraint can improve welfare without undermining theairport's financial viability.
